[ausev] newbie questions

I am really interested in doing a car, and I think my wife is receptive
to it.  
 
I am fairly certain I can get a non-working car for free off of
freecycle, or maybe even craigslist (haven’t ever tried there) but what
does the car need to have or not have?
 
Plus what is the typical cost of doing a project like this?
