WARNING: Scuba tanks do not do well sitting in hot cars.  Good old 
Boyle's law (PV=nRT) means that the pressure in the tank will climb 
quickly as it heats up and the tank could EXPLODE.  That is why they 
fill tanks in a water bath at SCUBA shops.

I once made the mistake of leaving my tanks in my pickup before filling 
them.  You should have seen the shop operator dive for cover when they 
hooked up the tank - I was about 3x over the max rating for the tank!  
Remember that my tank was basically EMPTY.

 From an earlier comment: I think dry ice is an excellent suggestion 
for the Icester, but there may be some issues.  CO2 build up is NOT an 
issue - remember that the fan is running and circulating air.  Cars are 
not air tight.  I'd be more worried that the coil may wear/crack from 
the colder temperature.  Also, you'll loose mechanical contact with the 
CO2 as it subliminates (evaporates).  The coil needs mechanical contact 
for heat transfer.  I suspect that you'd need some alcohol or water (1 
quart?) to act as a conducting medium.  As a bonus you could put the 
water vapor from the dry ice out the exhaust pipe so your neighbors 
would not feel so jealous about your ZEV.
