I guess in an attempt to keep emails short, I left out some info.  
Tweety was returned to the dealer Wednesday, 11/29/06 so they could finish their prepping.  They called Tuesday, 12/5/06, and said it was ready, so we went and picked it up.  It was still not registered.  They do not have to have the car to get the registration - just the info - which they have.
Also, the insurance is done.  That was completed as soon as we got the VIN number, which was before the car even arrived at the dealership :)
 
... This just in... while writing this, I was just informed that Tweety is now inspected! :)
 
Making progress...  We're getting there!

Ken, maybe you should have let the dealer prep the vehicle and handle plates and registration for you.
 
When I went to the DMV to get my motorcycle tags for my electric three wheeler, as long as I had all my paperwork in order, it was easy.
 
Insuring it was a little more tricky.  After showing several companies (Allstate and State Farm) pictures of the vehicle, I decided to stop that approach as they ran away from me as fast as they could.  Finally, I went to a Progressive office and just told them I have a purpose built electric three wheeler and needed to get motorcycle insurance.  All they wanted to know was what size engine it had.  Since I wanted to keep the premiums low, I said a 250cc equivalent.  That was good enough for them.  
 
As for driving it around, mine looked more like a car than a motorcycle, so I doubt any cop would question me on where my motorcycle license was.  My back up plan should I get asked the question was to say that the electric "motorcycle" has the equivalent size engine of a 49cc motor so technically it would be a moped which I did have a license for (restriction K on your drivers license, only requires to pass a simple 10 question test without driving).  This would have been my "baffling with bs" response.
 
The problem with the Sparrow/Nmg is that it really does stand out, equivalent to a red Ferrari driving around, which if you are speeding or doing something illegal, the chances are higher you might get pulled over.  However, I've also experienced that cops like new and different stuff and will often ask interested questions about it, which anytime you can talk about other than whatever you'll getting pulled over for, the better.  
 
Get your insurance and plates so that the State has it's revenue and make them happy.  As for driving it, if it were me (and it was for two years), I would drive it around just like normal until you get your necessary motorcycle license and inspection.  Most of the time the cop will just issue a warning for each and even if he doesn't, they usually allow you to get those things taken care of before you see the judge, making it all go away.  Worse case is you get a ticket a pay a fine.
