Derek,
  Mark called (while I was in snail traffic) and I heard a different
problem.  But its really easy to remove the steering wheel and nut that
holds it, then, a steering wheel puller gets you to the horn brush rinn and
its tension spring.  Then, removing the single phillips head screw that
holds the turn signal lever, next remove the three heavy duty phillips
screws that hold the turn signal switch.  There is just one heavy duty bolt
which holds the key lock in place.  Replacement with new key is about 9
bucks.
 If you need help, I can get free at about 8:30 tonight and do it if you get
a replacement key lock assembly.
 ( The wd-40 idea was to just get it shut down as I understood that the
engine was locked in the "run" position.).  Dan P.
