[ausev] Why are converted vehicles excluded from this list?

I'm in for signing/helping write the letter. We can get a 2nd from the
Austin Bootstrap (small business) Sustainability group with some
gibberish about how it neglects small businesses from getting started
(say a business for converting vehicles).
