I just completed a rather lengthy telephone conversation with Stacy Neef (stacy.neef at austinenergy.com) regarding these questions.
Briefly, the purpose of the program is to assist dealerships and manufactures in the sales of electric vehicles. The list came from the Austin area dealerships.
The NmG is not on the list because the rebate fund could not make an effective contribution relative to the NmG's cost.
Omission of Zen cars was an error and is being corrected.
Conversions are not on the list because they do not directly contribute to local dealerships or OEM sales.
If you email Stacy with your contact information she will give you a call. She is pretty much the "horse’s mouth" for this program and will discuss it quite openly.
I would suggest communicating with her before calling out the posse.

The details of a rebate program from Austin Energy have been released. Why aren't conversions listed? Who put this list together? What kind of active do we need to be so that the home builder/conversion buyer is no longer excluded from these opportunities? If a conversion is professionally done or recently done, why shouldn't it too be included?
While I appreciate that the rebates are being offered and it is a step forward... this cuts out a significant group of EV drivers. Do we need to be writing to council? Are they informed? Does it matter? Obviously the exposure that we have had to Austin Energy staff/ Renewable Energy Roundup folk is of little to no value. Where do we need to be focusing our efforts?
