Well, this is embarrassing...  
I got that one wrong.  In my long conversation with Stacy I misunderstood the 
part about the money.  The $20,000 is a grant from Austin Energy to the Clean 
Cities program.  Sorry about that bit of misinformation.
I spoke again with Stacy and that was cleared up.
