[ausev] Prius conversion

James Mitchell (jamie.mitchell at austinenergy.com) is one contact with the
Austin Energy Plug-in Partners Campaign. He knows the cost of their
system and who they used. I think it was ~$15K (under $20K I'm pretty
sure) for an almost 20 mile electric range conversion (sold as 20 but
they say they don't quite get that). They used some Canadian company,
and I can't remember the name.
