The sad point is that even though it is easier to control centralized emissions (power plant), it isn't being done. There are several lignite fired power plants in Texas, operating without the benefit of modern emission control because they have been grandfathered in.
Another sad point is that for the duration of the conversion project, most people continue to rely on some type of ICE vehicle while they finish the conversion. I'll wave my hand at falling in to that category as my conversion project languishes in the garage.
And last, for many people, the stated need can not be reasonably met with what is currently available in EV technology. If the combination of normal payload and required range can not be met, that person will continue to rely more heavily on an ICE vehicle. If the cost of a conversion precludes the purchase of a more efficient ICE or hybrid, there is again the possibility of a net loss.
A lot of things are not ideal in the above scenarios but common sense says they are likely.
