Though we can't see much of it, I'd say this motor looks to be in good
shape.  On old motors I've often seen a little rust at the ends of the
shaft, since this is where motors are often picked up and handled,
especially if the motor has a tailshaft like this one. Skin oil is a
little bit acidic and will accelerate rusting on many steel alloys.
Motor shafts are usually not made of stainless, nor are they typically
protected in any way, so a little rust is common.

The only wear parts you have are the bearings and the brushes; a light
surface rust like we see here shouldn't make any difference in the
operation of the motor.

You're taking a chance when you buy anything used, but I can't see any
evidence in this picture that there's anything to worry about.
