I figure payback on everything ;) jk.

In my case it's not so much payback but best chose of investment.  Austin 
Energy does have a clean energy program and where I know they are buying 
power for elsewhere to subsidize their energy usage versus creating their 
own clean energy.  But I figure if everyone who was interested in solar 
would put their money into the local energy folks and they see the need for 
cleaner energy then as a "community" we could turn things around better; 
versus 1:1.

The other negative to trusting that Austin energy would do the right thing 
is, that it's so much cooler to have the solar array on your roof.
