The "attaching" has more to do with codes, system design, and shutoffs than it does with buy-back and net-metering.


Many Many prodivers have had misundestandings and even put in place outrageous codes and design constraints for being able to connect.

....and thus the reason for 'guerilla' systems.?? THe utility does not have to know that you even have a system for you to connect, and the meters will run backwards whether they aknowledge it or not.

For now it is a Texas thing, governed by rules set by the PUC.

But, co-ops and munis can do whatever they want, including not allowing
you to attach. Some cooperate, some do not. Most need educating, at 
least. One guy in Kerville installed a system and was not even allowed 
to attach. Seems I heard he eventually was, after a couple of years of 
the system being idle.
