Here in Los Angeles our DWP allows a Time-of-Use meter which charges 
30 cents per kwh during the afternoon and 13 cents at night, after 
you add in all the takx, license and dealer prep that are not 
advertised on their website.  It took hours on the phone to get the 
real figures.

The good news is that they buy energy off your solar system during 
the afternoon at the TOU rate.  Then we can charge our cars at night 
off the grid at the night rate.  Some folks get a zero bill now and 
then (DWP won't let it go negative.)

This should improve the ROI, although the salesman we had out to the 
house predicted 12 years to breakeven, mostly because of a steep hill 
just south topped with trees that shade our roof.

Guess we have to move.
