If you are converting a vehicle that meets federal safety standards,
as all cars sold in the US do, then keeping the frame, airbags,
headlights, and styrofoam foam bits where they are will allow the car
to continue to meet Texas and federal safety standards.  Therefore you
can pass the TX car inspection with a converted EV.  Since the car has
no emissions, they will not have to test for emissions.

Beyond the safety/emissions inspection for Texas, if the car tops
45mph, then you can drive on the Interstate.  This is what separates
the NEVs from the real EVs.

Most people insure the car as if it were still an unconverted car.
Since there are very few EVs on the road (by percentage of total
cars), the insurance companies do not seem to care.
