We used to have a saying in software.
Q. What's the difference between a software salesman and a used car salesman?
A. The used car salesman knows he is lying.
The YouTube videos show a tank of water, and it fizzes like a 7-up when the juice is applied. But that is not going to produce near enough Hydrogen gas with only 12 volts. Hyrdoxy torches use 10,000 volts to create their gas, and it takes a while, from what I have read.
These scams are just aided by journalists who don't check with knowledgeable people before airing these stories.

I don't know how much that much hydrogen would help or if the benefit would be worthwhile.
As I said, if done properly, this could be of benefit. If all you get is a balloon full every 25 minutes and if that much isn't enough to significantly affect the MPG, then I would suggest it has not been done properly.
That is the essence of the scam. Not that the idea is bad, but that the conman has not bothered to do it well enough to justify it as an improvement.
The point I am trying to make is that this con is the difference between good engineering and bad engineering, not good science and bad science.

It sounds to me like what the guy is saying is that the offers to do this are scams. They claim they are revolutionary and they are realling touting a princible that had been known and understood for quite some time.
There is the additional safety concern of having quantaties of oxygen or hydrogen somewhere.
However hydrogen or oxygen would boost the power of the ICE using gasloline and if done properly could lead to greater fuel efficiency. One has to wonder how a car burning hydrogen and oxygen only would perform.
Now whether such thing would lower your fuel bills is something else entirely.
