Clearly so. And the same could be said for battery storage of energy
for electrical propulsion or any of a host of ideas that don't use
(much) gasoline. The reason we do not have these things has nothing
to do with technology. It has to do what we euphemistcally used to
call "economics".
As you have observed, economics, as we practice it in this culture,
is subject to control by large corporate entities. And, probably,
some supra-corporate entities as well. I don't know how these things
work.
But I can imagine:
"So, Farajou, you're telling me... Pass me another date, won't
you?... you're suggesting that this technology... or patent, or
license, or whatever you call it, could cause people to pay less for
gasoline?"
"Yes, Mem-Sahib. (Passing the tray of dates.) That's exactly what I
was saying, although not quite so plainly. The price of a barrel of
sweet crude could go down a little if this thing became popular."
"Well, then. I suppose we'll just have to... (spitting out the seed)
...buy it."
"As you wish, Mem-Sahib."
"Thank you, Farajou. Please send Akaratak in as you leave. We may
as well ensure that the cost is not exorbitant."
(Leaving) "Yes, Mem-Sahib."
"And ask Kerota to bring more dates."
"Yes, Mem-Sahib." (Leaves.)
