Because you would need about 150 amps to create enough hydrogen to make it 
double your mileage.
With a 12 volt system, you may increase mileage somewhat, but I seriously 
doubt it.
It takes more energy to create the hydrogen than the energy produced with 
the HHO generates for use by the engine.
