Tom,
Can you be more specific?
Realistically it isn't a transient if it lasts for more than a 
millisecond or so and in this case the shunt won't care
and you also probably won't  be able to measure it or need to worry 
about any transients unless you have severe voltage spikes as well. 
Surges in current or voltage of more than a few seconds can be 
devastating but this is different than a transient by most definitions.
