[ausev] Opportunity charging...

I'd say if someone talks to Austin Energy that they need to promote the 
city charging concept as advancing the "smart grid" that they are 
helping to promote. Their program includes allowing companies with smart 
grid technologies (i.e. a charging station that measures how much 
electricity goes into EVs, or logs it for EV owners and connects it to 
their account, etc.) to test their products within Austin Energy's area.
