Yes, phosphoric acid, naval jelly common name. Works wonders, wire brush  and 
or scrape loose rust, It eats into the oxide and turns it black. can be  
sanded a bit, painted when dry. My old wheelbarrow looks great and has been  
resurrected from the dead.

Or iron.  Fe2O4 + 2C -> 2CO2 + 2Fe

We used to  scrape a briquette onto a very hot rusty skillet to 
restore the  metal.  Then we'd wipe it with a little oil and it was 
ready for  pancakes.

There must be some chemical that can reduce Fe2O4 without  heat.
