I believe that is correct.  Obama proposed the Freedom Act in 2007, but it 
got killed.
Fuel Reduction using Electrons to End Dependence on the Mid-East Act of 
2007.

I think the question falls under what the definition of new means.

If it means never previously titled.  That will be a problem (unless
you are converting a truly "new" vehicle).


The bill further states:

(4) The original use of which commenses with the taxpayer,
...
(6) which is made by a manufacturer.

So I'm guessing conversions are going to be out.

FYI- I saw this on the Alamo City list. Probably shouldn't be in the bill in
the first place, but ... since it is...

I wanted to point out that this credit is for battery packs that are going
into NEW electric vehicles.  While there may be a way for us to interpret
conversions as being "newly" electric...  if you feel that the battery packs
being purchased to go into conversions and new plugin electric vehicles
should be on the same playing field, now is the time to write to your House
rep.  The Senate has already passed this bill so any "change" would come
from wording inserted in the house and then negotiated when the bills are
merged.

Heck, if you feel like it, let em know that it is probably not appropriate
for this to be in the bill in the first place, but since it is...
