Yes, of course conversions are out.  It is merely pork for America car
companies.

I suspect it would be worded exactly the same as similarly lobbied
provisions in the IRS tax code.  The IRS conveniently and specifically
lists the only models that qualify...

I also like how the IRS in form 8910, the "Alternative Motor Vehicle
Credit", specifically states that an alternative motor vehicle must be
fuel cell powered, or must be "fueled solely by compressed natural
gas, liquefied natural gas, liquefied petroleum gas, hydrogen, any
liquid that is at least 85 percent methanol, or a mixture of one of
these fuels and a petroleum-based fuel."  i.e.  An electric motor
vehicle that does not use any hydrocarbon based fuels... does not
