Well looking at the letter link below the letter looks real.  It is missing the contact person name and address for ZONE but other than that it looks OK.  The true test it would be looking at the certification application.  
 
Now the real problem is safety.  Some people will buy them because of the credit without thinking of that.  This vehicle could not weigh more than 800 lbs which to light to be on the road.  
 
These people devalue the legitimate products that spend the R&D money to make the cars safe for the public.  
 
Whoever buys one of these units need to keep them on the golf course and near their home.  God Bless them.  
 
 
Here is the IRS docs:
 
Section 30D provides for a credit for certain new qualified plug-in electric drive
motor vehicles. The credit is equal to the sum of: (1) $2,500, plus (2) $417 for each
kilowatt hour of traction battery capacity in excess of 4 kilowatt hours. Section
30D(b)(1) limits the amount of the credit allowed for a vehicle to amounts ranging from
$7,500 to $15,000, depending on the gross vehicle weight rating of the vehicle. The
new qualified plug-in electric drive motor vehicle credit phases out over the period
beginning with the second calendar quarter after the calendar quarter in which at least
250,000 qualifying vehicles have been sold for use in the United States (determined on
a cumulative basis for sales after December 31, 2008) (phase-out period”). Qualifying
vehicles purchased in the first two calendar quarters of the phase-out period are eligible
for 50 percent of the credit. Qualifying vehicles purchased in the third and fourth
calendar quarters of the phase-out period are eligible for 25 percent of the credit.
Vehicles purchased after the last day of the fourth calendar quarter of the phase-out
period are not eligible for a credit. If a vehicle qualifies for a credit under both § 30B

and § 30D, the amount of the credit allowed under § 30B is the amount of the otherwise
allowable credit under that section reduced (but not below zero) by the amount of the
credit allowed under § 30D. In addition, if a vehicle qualifies for a credit under § 30D,
no credit is allowed for that vehicle under § 30

HOWEVER, the tax credit is supposed to be $2.5K plus $250 (as I
recall) for each kwh that the pack exceeds 4kwh.  Under those
conditions, I don't see the possibility of a 48v golf cart pack
qualifying for a $7K credit.  It would have to have a 20+ kwh pack and
it likely has only 2-4kwh.
