I have a friend that works in a Golf Cart Store here in Tucson, he has 90 
NEV Carts that have been ordered and need to be assembled by Dec 31. He and 
3 others are the workers and he says that if they can't get them done, they 
will  just deliver them unassembled to the owner,  leave it in the driveway 
and come back later in 2010 to assemble them.

So yes it is basically true, the numbers may vary, but it is 'free'.
