I found this site with a list of approved cart dealers for the discount.

They do have the MSOs on hand, they assign the VIN when you order the car - they just will not guarantee to get them to you any faster than 7 to 10 days. They will not overnight the paperwork, I asked (the reason is the huge volume they are selling - the guy I talked to said he sold 36 of them yesterday alone). Once the MSO, Bill of Sale and VIN are presented to the Tax Assessor/Collector, they will issue the title, which must be dated by 12/31/09. At this point, it is more of a timing issue than anything else ( I would hate to buy it and miss the credit by a day! ). If you know any way to get them to expedite the paperwork, that is my only concern (that and convincing my wife I really need a NEV :P).

The paperwork for what. If they have the units in stock then they have to have the MSOs on hand or at the bank. If at the bank they just pay it off assign it to you and overnight it to you. Ten days is for the funds to clear, if you trust them you can ask for the wire transfer info and wire them the money. As for the car it will come later. We have done that with several of our clients this month. Good luck with your golf cart. Let me know if I can help.

Problem is, it takes 10 days to ship the paperwork, and it MUST be titled by 12/31 - I am seriously considering getting one of these, just got off the line with DMV and State Farm :).

                    Hey guys,

The fact is "IF" they have a IRS Certification letter they can claim the credit. But some have advertised the credit without, maybe to deceieve maybe ignorance. First question is do you have the certification letter.
