My story is the same... the inspection guys are confused, and make a
quick call to figure out the "code" to tell the machine that the car
does not have any emissions.  (Normally the inspection computers think
you hooked it up wrong if it detects no emissions.)

As for registration, I did not know there was an "electric"
registration classification... and I merely have the car registered
and insured as if it were not converted to electric.  (Despite telling
the state registration people and the insurance agent that the car was
electric... neither cared about the car being electric.)
