Interesting. I was curious about this, so I looked up Shabbat. Looks
like there's a *lot* of things that are prohibited during this holiday,
and the issue about the controller may be related to this:

My guess is that the scooter uses an AC or brushless DC drive, and their
point would be that it thus avoids the arcing of a commutator and does
not run foul of the prohibition on "creating fire".
