[ausev] powder coating

Powder coating is a great way to rust proof, but I think what's even more
important is not having battery acid standing on parts.  I can't speak to
how well the powder coating was initially done on the parts on my car, but
after 5-7 years of daily use the battery hold down racks had been eaten
through in a couple spots. If the acid is in contact with the part, it just
take a scratch and the corrosion will travel under the powder coating.

The bottom battery racks which were also powder coated, but fared better
even though they were exposed to the same condition, except for sitting on
top of the batteries where the most acid was.

I've found the Water Miser caps to leak a lot less when the acid sloshes
around.  That being said, if you're not using flooded batts powder coating
should be perfect.
