I feel kinda bad... the reporter seemed to latch onto my offhand
comment about the emissions inspection.  I was only pointing out that
going to get my inspection confuses the inspector.

Driving an electric car already saves the ~$15 "emissions test" fee,
though I still have to pass and pay for the ~$15 "safety inspection".
