This doesn't answer your question, I'm afraid. But I've come to expect 
chargers to be an expensive item, or better to say that I'd be reluctant 
to try to save money there.

- If anything is going to crap out suddenly it will be the charger, 
though a failure there will at least leave you stuck at home, not out on 
the road.
- The faster the battery can recharge then the faster your vehicle is in 
use again. And if you have batteries enough for decent range then 
charging takes longer. Fast charging is a nice thing, but it costs you.
- There seems to be a greater likelihood of things going up in a 
fireball during charging, at least with fancy batteries. "Smart" is 
good, but that costs more.

My QuiQ charger cost me "only" about $700, but I'm only dealing with 48V 
and 40Ah.
